Per the 1996 Telecom Act, TV, phone, and internet are regulated separately. State law M.G.L. Chapter 166A requires a City Cable TV Advisory Board. The contract is limited to cable TV service. 1623 Studios (formerly Cape Ann TV) will be recording some of our meetings for broadcast. You can view the meetings online at 1623studios.org. Meetings will not be filmed if general knowledge of the content of those meetings have potential of weakening our negotiation position in our cable contract negotiations.
Although each community has its own contract, the Cape Ann communities join together in their general negotiations for our regional delivery of service, sharing an outside counsel who specializes in cable television contract negotiations. Mitch Vieira is the Rockport representative. Barry O’Brien is the Essex representative. Paul Jermain is the Manchester representative. 1623 Studios (Cape Ann TV) also has one or more representatives sitting on the Regional Committee which is chaired by Sal Di Stefano, Gloucester’s Economic Development Director.
