CITY OF GLOUCESTER COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM

FIVE YEAR CONSOLIDATED PLAN AND

ANNUAL ACTION PLAN PROGRAM YEAR 2020 (PY20)

A draft of the City of Gloucester’s Five Year Consolidated Action Plan, which is a guide for housing and community development efforts over the next five years, and the City of Gloucester’s PY2020 Annual Action Plan, which reports the proposed use of Community Development Block Grant (CDBG) and HOME funds from the North Shore HOME Consortium for the period of July 1, 2020 through June 30, 2021, will be available July 15, 2020 for public review online at www.gloucester-ma.gov and upon request. Comments and inquiries can be submitted by contacting grants@gloucester-ma.gov. Comments will be received until July 22, 2020. Citizens are encouraged to comment on this CDBG Program and proposed Five Year Plan. The final version of this report will be submitted to the U.S. Department of Housing and Urban Development (HUD) on or about July 23, 2020, five days or more from the date of this notice.

It is anticipated that the City will receive $689,872 in CDBG Funds from HUD, reprogram $1,350,000 of program income and unprogrammed CDBG funds from prior years and utilize $100,000 of anticipated program income in PY20 for a total of $2,139,872 and $100,887 of HOME funds.

SMALL BUSINESS GRANT PROGRAM 


The City of Gloucester has established the COVID-19 Emergency Small Business Grant Program to assist in the stabilization of existing small businesses within the City of Gloucester that have had significant business disruption due to the impact of COVID-19. These grant funds will assist small businesses in the City of Gloucester to cover working capital, wages, rent, loss of inventory, and other fixed costs. Learn more...
