Phase I
Thank you for your interest in Gloucester's Comprehensive Plan!
The City of Gloucester recently contracted with JM Goldson, an independent planning firm, to help develop our first Comprehensive Plan since 2001. This plan will guide local decision-makers over the next ten years in topics including 1) land use, 2) demographics & housing, 3) employment and economic development conditions, 4) open space, natural resources, & sustainability, 5) cultural & historic resources, 6) transportation, and 7) public services & facilities. This project is scheduled to be completed in December 2024; the project will take place in four phases:

In Phase I, our Consultant team will create an Existing Conditions profile. This phase is a fact-finding mission and is intended to work solely with local subject matter experts. Broader public engagement will begin this fall with Phase II.
In the meantime, we invite you to help us create a photo library of Gloucester's special places. Our goal is to collect photos of your favorite places in Gloucester to include in our Existing Conditions Profile and other future Comprehensive Plan documents and marketing materials.
