Invitation for Bid #20076 Pump Station and FOG Improvements

The City of Gloucester seeks sealed bids, Bid #20076, for pump station and FOG improvements at the City’s Finch Lane Pump Station, Corliss Avenue Pump Station, Thurston Point Road Pump Station, and Beacon Marine Pump Station. Prevailing Wage Rates shall apply. A bid deposit in the amount of 5% of the total bid price must accompany each bid. The successful bidder will be required to furnish a Performance and Payment Bond in the amount of 100% of the bid price.
Construction must be substantially completed within 240 calendar days from and including issuance of a notice to proceed, and/or receipt of fully executed contract. Construction must be completed and ready for final payment within 270 calendar days from and including issuance of a notice to proceed, and/or receipt of fully executed contract.
All bids for this project are subject to the provisions of M.G.L. c.30, §39M as amended. The project is to be funded in part by the Massachusetts Clean Water Trust and requires compliance with the Department of Environmental Protection’s Diesel Retrofit Program.
Disadvantaged Business Enterprise (DBE) goals are applicable to the total dollars paid to the construction contract. The goals for this project are a minimum of 4.2 percent D/MBE participation and 4.5 percent D/WBE participation by certified DBEs. The two low bidders shall submit completed DBE forms (EEO-DEP-190C, EEO-DEP-191C and the DBE Certification of United States Citizenship form) by the close of business on the third business day after bid opening. Failure to comply with the requirements of this paragraph may be deemed to render a proposal non-responsive. No waiver of any provision of this section will be granted unless approved by the Department of Environmental Protection (MassDEP).
Minimum Wage Rates as determined by the Commissioner of Department of Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Sections 26 to 27D, as amended, apply to this project. It is the responsibility of the contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed work under this contract. Federal Minimum Wage Rates as determined by the United States Department of Labor under the Davis-Bacon Act also apply to this project.
Bids are due and will be opened at the Office of the Purchasing Agent, City Hall, 9 Dale Ave., Gloucester, MA 01930 no later than . Bid packages will be available at the Purchasing Office beginning April 8, 2020 at 11:00 am on March 18, 2020. There will be a non-mandatory pre bid meeting on March 24, 2020 at 10:00 am via a conference call. See Addendum 1 for more information.
The City reserves the right to reject any and all bids or to accept that which is deemed in the best interest of the City. The City shall not be responsible for bids arriving late for any reason.
